My black lab has terrible dandruff?

My (slightly overweight) black lab has really bad dandruff. Instead of just white , it's more these huge flakes on his lower back. You take them off, then overnight they reappear. It's very gross. Does anyone know how to solve this problem or what the cause of this dandruff is?
