Do I still have a chance? Will SAT and ACT scores help?

I went to a high school that wasnt very good. It distract me from my work soo i got low GPA scores on my report card (2.0).....but now I go to a different school for my sophmore year....this year im taking the psat..and in the 11th im taking the real test.....I want to go to college but would my 9th grade and 10th grade year affect my chances?......should i focus on the SAT and ACT?
